How to attract, develop and retain highly educated and specialized talent has become a burning platform for governments across the world, with countries fighting for their share of a constantly shrinking talent pool in order to ensure prosperity.

As a result, cities and regions increasingly need to take steps to both attract talents and better retain those they have and they have attracted, as well as make sure that local talent does not leave in too large numbers. Regions have to take proactive measures to retain more talents for longer.

One of the most successful strategy for economic development of the last years is the “triple helix” based on the building up of partnerships involving public sector, business and academic partners. However, for talent retention it seems necessary to involve a fourth element: the talents themselves.

A study ordered by the Swedish Institute in the context of the project “ One Baltic Sea Region” to investigate the talent attraction in the Baltic Region has shown that the main reasons why people leave a place are:

  • Lack of career opportunities and low salary
  • Lack of jobs for accompanying partners
  • Lack of social and professional integration for the talent and his/her family.
  • Practical problems and red tape when it comes to issues such as official paperwork, finding housing and bank and insurance matters, to name a few.
  • Language barriers (for foreigners)

The objective of the Conference is to support a Peer Review between Alto Minho and other regions to identify factors that can be improved. More specifically, the purpose of this exercise is to identify current policy frameworks, challenges and barriers, future opportunities and best practice for talent retention in other regions in order to define an Action Plan with the necessary future actions.
